snapcore/snapcraft image is outdated (again)
Metadata
Current evaluation
snapcore/snapcraft Docker image contains outdated snapcraft versions (4.4.x-4.6.x), indicating broken update automation. Open, zero comments, inactive for over three years. Needs triage and assignment to restore automated builds.
Suggested action: close stale
Reason: The issue is over 3.5 years old with zero maintainer interaction. The specific snapcraft versions referenced (4.4.x-4.6.x) are long obsolete, and the underlying Docker image automation or build process has almost certainly changed, rendering the report irrelevant to current workflows. Inactivity combined with clear version obsolescence meets the criteria for closing as stale.

Issue body
I'm trying to create a Prometheus Exporter for our snap store metrics. At first I tried installing snapcraft in a docker container myself using apt-get, but that kept hanging during build while trying to contact the snapcraft store. So I switched to using the snapcore/snapcraft docker container, but the version of snapcraft included in those images is a few versions out of date (all channels seem to be in the 4.4.x-4.6.x range).
I found a related issue https://bugs.launchpad.net/snapcraft/+bug/1639112, but that one was closed because some automation was added to keep the images up to date. If that is the case, it seems like that automation may be broken.
