Reason: Both parts of the request landed: Noble is fully supported (const.py:60-75 CHARM_PLUGIN_BASES includes ubuntu@24.04; CommonBaseStr at line 98; init.py:33-40 scaffolds on 24.04; spread tests charmcraft-platforms-24.04.yaml), via commits f314d833 'feat: enable Ubuntu 24.04 as a development base (#1557)' and 253abfa2 'chore: mark ubuntu noble as stable'. The requested deprecation also exists: charmcraft-yaml-file.rst:201 states 'bases is deprecated, replaced by base, build-base, and platforms', and LEGACY_BASES (const.py:60) deliberately omits 24.04 so bases+noble is rejected by _check_base_is_legacy (models/project.py:815-818) — exactly the 3.x removal the issue anticipated. The only residual is a doc inconsistency at charmcraft-yaml-file.rst:206-210, which lists ubuntu@24.04 as an accepted bases value while the surrounding prose and LEGACY_BASES exclude it; that is cosmetic, and the 2.x line this issue targeted is long EOL with the repo now at 4.x.
