Support charm config and upload by a specific UUID

Issue body
If the `charmcraft.yaml` supports a "charmhub UUID" declaration, this could be used in the `upload` command to identify the charm, instead of using the name. After this, the charm can be renamed more transparently.
This needs specific support from the Store, we need to see if it's feasible at all.
This was initially suggested in #186.
