Issue body

This removes the ability to pack or interact with bundles. When Charmcraft tries to load a charmcraft.yaml with `type: bundle`, it will error and tell the user to use Charmcraft 3. CRAFT-3990 CHARMCRAFT-623 Fixes #[1858](https://github.com/canonical/charmcraft/issues/1858)
