Issue body
Add top-level workflow concurrency groups with `cancel-in-progress: true` keyed by `${{ github.workflow }}-${{ github.ref }}` across PR and push workflows (`spread`, `spread-docs`, `tests`, `qa`, `schema`, `tics`). This prevents superseded runs from tying up self-hosted and hosted runner capacity when new commits are pushed.
