Adds a [pack a Pro artifact](https://canonical-ubuntu-documentation-library--1144.com.readthedocs.build/craft-application/1144/how-to/pack-a-pro-artifact/) how-to document.
The first commit migrates the [Rockcraft doc](https://documentation.ubuntu.com/rockcraft/1.19/how-to/crafting/pack-a-pro-rock/) verbatim, the second commit makes it generic.
Used downstream in https://github.com/canonical/snapcraft/pull/6367.
