### Bug Description
Craft tools error out when building (e.g., a rock) on a platform that reports its architecture as `armv8l` with error `No build matches the current execution environment.`
A previous bugfix in https://github.com/canonical/craft-platforms/pull/244 partially fixes the failures to build on `armv8l` machines at the validation stage, but the build stage still failes due to this error.
### To Reproduce
Take packing a rock as the example. Use any `rockcraft.yaml` with `platform: armhf:`, and run on a machine that reports its architecture as `armv8l`.
