Split off `craft-application`-specific documentation from https://github.com/canonical/craft-parts/pull/763.
### Why it needs to get done
While the bulk of the work to support partitions was done in the `craft-parts` library, from an application maintainer's perspective, the most important interfaces are on `craft-application`.
