Current evaluation

Merged into main as commit 43982e9, adding a public install_in_root() API that installs Apt package repositories under an arbitrary root (not the host), for chrooted systems and Rockcraft overlays.

Resolution: closed resolved

Reason: PR #80 was approved by two maintainers and merged as squash commit 43982e9 ("repo: install package repositories in \"arbitrary\" paths (#80)"). The new public install_in_root() is present in craft_archives/repo/installer.py and delegates to a shared _install_repos() helper that resolves keyring, sources and preferences paths for the given root.

Issue body

This commit adds a new public function, "install_in_root()", that installs package repositories in a location that contains an Apt-based system, and _not_ the host system. The intention is that eventually said system will be chroot'ed into, at which point an "apt update" will pick up the new repositories. The motivation is to support package repositories in overlays in Rockcraft. - [ ] Have you followed the guidelines for contributing? - [ ] Have you signed the [CLA](http://www.ubuntu.com/legal/contributors/)? - [ ] Have you successfully run `tox`? -----
