Fixes #261 Adds `allow_abbrev` to `Dispatcher` and passes it to the command parser. It defaults to `True`, so nothing changes unless an app opts in. Global options are already matched exactly, so only the command parser needed it. I ran ruff, ty, codespell and the full test suite in a Linux container rather than `make lint && make test`.
