I mostly accepted the diff from Starbase rather than Craft Grammar where applicable, as things were pretty out of date and Craft Grammar didn't have any particularly "different" configs worth keeping. I left some comments pointing out the noteworthy changes for docs. The only code changes were to appease ty. CRAFT-4762
