* Add dotnet plugin
Changes also include minor changes to address pylint issues and to allow tox to install dependencies and run the go and dotnet plugin tests. Also changed documentation for `LifecycleManager`'s `application_name` parameter as variable prefixes may be changed when craftctl is implemented.
