This cherry-picks a bunch of fixes from main into the 2.35 hotfix branch and fixes up the changelog.
The only thing we absolutely need in this release is the cherry-pick of https://github.com/canonical/craft-parts/pull/1633, but I pulled in all the existing updates anyway.
