Current evaluation

Merged #1733 in commit d9189593, raising the setuptools build floor from >=69.0 to >=77.0 for PEP 639 license-files support.

Resolution: closed resolved

Reason: Commit d9189593 delivered PR #1733, updating the build requirement so isolated builds use a setuptools version that supports PEP 639 license-files.

Issue body

The `[project]` table uses the PEP 639 `license-files` field, which setuptools only supports from 77.0. With the previous `>=69.0` floor in `build-system.requires`, an isolated build could select an unsupported backend version and fail before packaging. Flagged by Copilot review on canonical/craft-parts#1728; split out as a preparation PR since it is a latent issue on `main`, unrelated to the Starbase sync. Verified locally with `python -m build` (sdist + wheel). 🤖 [BEEP BOOP, A BOT WROTE THIS PR - Kimi K3, Copilot CLI]
