Issue body
The docs linkcheck intermittently fails in CI with repeated 30s read timeouts against `www.debian.org` despite `linkcheck_retries = 20`. This adds `debian.org` to `linkcheck_ignore` alongside the other flaky domains.
Surfaced by CI on canonical/craft-parts#1728; split out as a preparation PR since the flakiness is pre-existing on `main` and unrelated to the Starbase sync.
