This is an RFC (Request For Comments) PR, feel free to chime in for any suggestions:
Add a `zig` plugin that builds projects with `zig build install`.
- New keys: `zig-build-parameters` and `zig-install-prefix`.
- Installs Zig from the `zig` snap (`latest/beta` i.e only [available](https://snapcraft.io/zig)), or uses a compiler from a `zig-deps` part.
- Requires Zig 0.11.0 or later (support of `-j`).
- Adds unit and integration tests, docs, and a changelog entry.
PS: Most of the code are tests to verify integrations and regression against future updates
