Update mypy for craft-parts
Metadata
Current evaluation
Closed stale without a linked fix; later PR #604 (2d882b31) loosened the mypy pin but paused updates until Python 3.7 support was dropped.
Resolution: closed stale
Reason: No resolving PR, commit, or maintainer explanation was linked when #525 was closed. Commit 2d882b31 from PR #604 only loosened the constraint and paused Renovate updates pending Python 3.7 removal.

Issue body
### What needs to get done
craft-parts is relying on a pre-1.0 revision of mypy. Updating to the latest version should be a small, but nontrivial change: https://github.com/canonical/craft-parts/actions/runs/5861865644/job/15892709274?pr=524
If we're going to keep the mypy dependency in dev requirements, this would also require either limiting ourselves to mypy 1.4 or removing support for Python 3.7.
### Why it needs to get done
Keep our tooling current
