Likely, this would use the same logic as the existing rust plugin. ### Why it needs to get done A huge number of Python applications have rust dependencies at this point, using things like `pydantic`, `pyre` or `cryptography`. As such, it may be worth simply making a rust compiler a dependency of the Python plugin too.
