Current evaluation

Closed unmerged after cmatsuoka said the wrong PR had been reopened; the CRAFT-376 apt configuration work was left to the intended follow-up.

Resolution: closed superseded

Reason: PR #99 was closed rather than merged after cmatsuoka commented, "Oops. Reopened the wrong PR." The author had also described a short follow-up for adjusting the configuration defaults.

Issue body

Refactor apt_cache() to expose all performed configuration for apt when using stage-packages in an extensible manner. Set defaults that match the current current behavior. Future work may change the defaults and remove the unnecessary re-configuration of apt (needs only be done once per-process).
