Issue body

Request Ubuntu 18.04 for cgroup v1 support The image will pull CentOS image from LXD images servers. Enable epel-release and centos-release-scl repos, and install backported python 3.8. Python 3.8 will be the default python 3 interpreter. All packages will be updated after bootstrapping finished. CRAFT-1696
