### What needs to get done When creating a base, this should allow a callback hook to be called on warmup immediately after setting up networking, but before doing anything with apt. ### Why it needs to get done This enables configuration of apt (including proxies, etc.) before apt is run. Amongst other things, this allows the fetch service to intercept the initial `apt update`.
