### What needs to get done
The index page for the explanation quadrant currently contains unrelated troubleshooting info for network problems, see: https://canonical-craft-providers.readthedocs-hosted.com/en/latest/explanation/#failure-to-properly-execute-commands-that-depend-on-network-access.
It should be moved to a different nested document. Then, `NetworkError` in `errors.py` should be updated with the new link.
