Removes Ubuntu 24.10 (Oracular) support ahead of its EOL in July 2025.
## Changes

- Removed `ORACULAR` from `BuilddBaseAlias` enum and `BASE_NAME_TO_BASE_ALIAS` mapping

- Removed Oracular remote image definitions from LXD and Multipass providers

- Updated host/guest compatibility validation to use `PLUCKY` (25.04) as minimum guest version for cgroups checks, replacing `ORACULAR` (24.10)

- Removed xfail markers, skip conditions, and test parametrization referencing Oracular
**Documentation**
- Updated changelog to document the removal under version 3.3.0 (2025-MM-DD) as a breaking change
**Note**: The `ubuntu.csv` data files in `craft_providers/data/` and `tests/unit/data/` are preserved unchanged. These files are external data sources that track all Ubuntu versions and their EOL dates, and should remain in sync with upstream distro-info-data.
