build(Makefile): add lint-code target

Issue body
Add a `lint-code` Makefile target grouping code-specific linters, following the starbase pattern.
`lint` now depends on `lint-code` plus non-code linters (docs/twine/uv-lockfile where present).
Verified with `make -n lint-code` (and `make -n lint`) in a fresh worktree from origin/main.
