Issue body
Updates `craft-application` from `~=7.1` to the newly released `~=7.2`, which includes the `is_effective_base_eol()` devel-base fix from canonical/craft-application#1153.
Also includes:
- Adds `--ignore=unmaintained` to spread pack tests that run on all systems (including EOL Ubuntu 25.10), so they don't fail due to the new unmaintained-base check.
- Updates `test_lifecycle.py` to match craft-application 7.2's updated `ignore_outdated` list (adds `.spread-reuse.*`).
Split out from work/IMAGECRAFT-176/fix-main to keep this dependency bump isolated and independently reviewable.
