docs: Remove "Shrink a rock with Chisel" tutorial

Issue body
To improve SEO, duplicate content should be removed. As part of these efforts, we noticed the [Shrink a rock with Chisel](https://documentation.ubuntu.com/rockcraft/latest/tutorial/chisel/) serves the same purpose as the [Chisel a rock](https://documentation.ubuntu.com/rockcraft/latest/how-to/chiselling/chisel-existing-rock/) how-to.
This functionality is not part of the core of Rockcraft, so it belongs in the how-to Diàtaxis section. The content of the tutorial and the how-to is also similar, so the tutorial has been removed in favor of the how-to guide.
Notes:
Metadata has not been added to "Use Chisel" as this page will be deleted in the next PR related to these efforts.
The second RTD build (Rockcraft-new) is due to the ongoing URL migration process.
