Rockcraft cannot initialize Ubuntu 26.04 projects through the shared `init --base` interface without base-specific templates and a Craft Application version that supports profile variants. This change: - updates Craft Application to enable base-aware initialization; - adds Ubuntu 26.04 templates for the simple and all six 12-factor framework profiles; - uses dot-separated extension part names for Ubuntu 26.04; - includes `tzdata` in dedicated V2 framework system-dependency parts; - exercises `init --base ubuntu@26.04` in unit and Spread coverage.
