Issue body
Brings new craft-parts and craft-providers, but we might as well update the rest of the packages.
Minor makefile updates, but also fixes the placement of some sphinx- dependencies from `requirements-doc.txt` to `setup.cfg` so that they don't get overwritten and removed the when `make freeze-requirements.txt` is run.
