Current evaluation

Merged #277 as 9e99b2e1, pinning Fedora 37 spread tests to Docker's older stable snap to bypass snapd incompatibility and adding minor Fedora config cleanup.

Resolution: closed resolved

Reason: Rockcraft PR #277 was merged as commit 9e99b2e1. It kept spread tests operational with an older Docker snap while Fedora's snapd lagged; this was a workaround rather than an upstream snap fix.

Issue body

Latest version of the docker snap fails to install on Fedora with the following message: ``` error: cannot install "docker": snap "docker" assumes unsupported features: snapd2.59.1 (try to refresh snapd) ``` Trying to refresh snapd doesn't actually solve the issue. While we investigage, installing from the older stable channel should keep the spread tests running. Also do some minor cleanup from the fedora 36 -> 37 update. - [ ] Have you signed the [CLA](http://www.ubuntu.com/legal/contributors/)? -----
