Issue body
We run "snapcraft cleanbuild" in a proxied environment (http access is only allowed via a proxy).
Despite setting the appropriate LXD profile setting ("lxc profile set default environment.http_proxy http://squid.internal:3128" in our case), the "snapcraft cleanbuild" command fails with https://pastebin.ubuntu.com/p/mg3F2XrT9N/
This prevents us from building snaps in our CI environment.
