Issue body
Currently the snapcraft CLI's integration tests are all written in Python, which makes parallelization difficult and generally makes them harder to write than a spread suite would be. They also don't nicely run across a number of systems like a spread suite.
Rewrite the combined Scons snapd and plugins integration tests as a Spread suite for the Scons plugin.
