Issue body

Recent snap-store snaps started to error in the snap USN notifications service due to entries like this in the snap/manifest.yaml: stage-packages: - adwaita-icon-theme=adwaita-icon-theme=3.28.0-1ubuntu1 This was found with, for example, revision https://dashboard.snapcraft.io/snaps/snap-store/revisions/385/ with the following build url: https://launchpad.net/~ubuntu-desktop/+snap/snap-store/+build/908905. snapcraft-version: 3.11+git50.g63fb53c3 The completed manifest.yaml for this build is attached. I would consider this at least a 'High' priority item since failure to parse the manifest.yaml means that the snap is not scanned and so publishers won't be aware of when USNs affect their snap.
