Issue body
Snappy is going to use a new internal format for packaging in 16.04. This requires changes to snapcraft and snappy.
In snapcraft, it would mean keeping package.yaml and readme.md until snappy completes its transition. The other aspect is that snapcraft.yaml should reflect most of the changes to the format in snap.yaml
