until today we used to generate the generic initrd that snapcraft uses for the kernel plugin from a deb package.
as of today we now generate the generic intird as /boot/initrd.img-core as part of the os snap...
for backwards compatibility the initrd is copied to /usr/lib/ubuntu-core-generic-initrd/initrd.img-core currently.
long term we would like to get rid of this duplication but this means the snapcraft kernel plugin needs to consume the file from /boot now.
