https://docs.google.com/document/d/1HhJWEBj13xmVSva9MEllr36_CSdJaKRAY-7-oBBGeZs/edit#heading=h.y5d6du1uv2b4 calls for a `snapcraft register-key` command. I'm working on the store side of this, and have a plausible first cut at the snapcraft code as well.
