Current evaluation

Reason: Elopio confirmed it ("I see ./stage/usr/lib/libngspice.so ... I'll leave it confirmed for somebody else to triage") but it was never resolved and the fix belongs in a third-party snap recipe (kicad-dev-snap), not in snapcraft's code — the library was built correctly and simply needed a -L/LIBRARY_PATH hint. The referenced xenial Launchpad build-farm and snapcraft 2.x environment are superseded by the current craft-* codebase in this repo, leaving no snapcraft-side fix or meaningful reproduction path.
