Issue body
Currently debs are cached in $HOME/.cache/snapcraft/sources-list-hash/, but should probably be in $HOME/.cache/snapcraft/apt/sources-list-hash/ as snapcraft may want to cache other things in .cache/snapcraft such as shared parts, and built snaps.
