Current evaluation

Feature request: a 'dev' plugin to tar.gz the stage into a named API/dev package (for runtime snaps like ubuntu-qt-runtime); points to unmerged snapcore/snapcraft#884, no maintainer response since 2016.

Suggested action: keep open

Reason: The request is coherent and still unmet: the current snapcraft tree ships only initrd/kernel/python/ros/flutter/uv/poetry plugins plus craft-parts' dump, and no plugin that packages the stage/prime dir into a secondary tarball, so nothing in the codebase resolves it. It is not closeable as fixed. However, it has zero maintainer engagement — the only comment is the author himself linking snapcore/snapcraft#884 — so scope (naming, where the archive is written, how it reaches the store for platform-snap API packages) is undefined and would need design discussion before implementation.

Issue body

When platform plugs are developed the final snap package (what provides the content interface) need to have an API counterpart. For example when we create the ubuntu-qt-runtime (https://launchpad.net/ubuntu-qt-runtime) we need to create a package what contains the developer libraries and header files for the runtime snap. I propose a new snapcraft plugin (development) what can tar.gz up the stage space with a given name and filtered content.
