Current evaluation

2016 report: webbrowser-app, though listed in stage-packages, was silently omitted from a Launchpad silo build of unity8-session while present locally. Reporter de-prioritized it, root cause never identified, no maintainer response.

Suggested action: needs triage

Reason: The issue has zero labels, no assignee, and the only comment is from the reporter himself ('something was definitely wonky here that merits investigation'), so no maintainer has ever assessed it — yet it is a still-open, plausible bug (silent stage-packages drop producing a wrong snap) and a modern relative is still open (snapcraft#1885074, 'stage-packages behaviour inconsistent'). A git-log/grep sweep found no resolving commit, so it cannot be closed as fixed; it also cannot be closed as stale since snapcraft's stage-packages code still exists and only core16 support was dropped ('many: remove support for core (and core16)'). Reproducing is hard, however: the xenial silo build log from 2016 is external and likely expired, so investigation would be required before any fix.

Issue body

I'm not sure what the story is here. We have the unity8-session snap we're working on. There's a silo with a Launchpad-generated snap in it [1]. But that generated snap is not including one of the stage-packages. And I'm not sure why. Specifically, it's not including webbrowser-app, which is directly listed in stage-packages. But in the silo build logs, it's not mentioned anywhere [2]. When building locally on xenial, it is included. Are there known reasons why this would happen?
