Current evaluation

Open, triaged cache-growth bug: source-hash-specific stage-package caches grow without cleanup; maintainers proposed an apt-get clean-style reset, but no clearing command or fix is evident in the current tree.

Suggested action: keep open

Reason: @~kyrofa explicitly set the priority to Medium, @pat-mcgowan reported deleting almost 1 GB, and @~kyrofa proposed an apt-get clean-style control, establishing a valid, scoped cleanup need. The current ROS plugin still passes a stage_cache_dir to Repo.fetch_stage_packages, while repository searches found no reset-cache, clear_cache, clean_cache, or purge implementation; no resolving commit or release is evidenced, so this should stay open.

Issue body

Snapcraft caches stage packages in caches unique to the hash of the sources. It does this so, for example, packages from the Catkin plugin (which uses a different set of archives) is kept separate from packages from the normal archives. However, this cache is never cleaned and will grow over time, as new packages are fetched and as sources change.
