Issue body
Builds that use the ant plugin fail when network access is required to go via a proxy, as is the case in Launchpad.
Launchpad builds currently use an authenticated proxy, which is (as far as I can tell) prohibitively difficult to support in the ant plugin; Java makes this extremely difficult. However, I have work in flight to convert this to an unauthenticated proxy from snapcraft's point of view (https://code.launchpad.net/~cjwatson/launchpad-buildd/local-snap-proxy/+merge/322545), at which point it's not too difficult to handle here.
