Issue body
When specifying a build package like libc-dev, snapcraft fails with this error message:
Could not find a required package in 'build-packages': "The cache has no package named 'libc-dev'"
Steps to reproduce:
$ snapcraft init
edit my-part in snap/snapcraft.yaml to add:
build-packages: [libc-dev]
$ snapcraft
We can search on the apt cache, until we find a package that provides the virtual package. If none is found, then proceed with the error.
