The snapcore/snapcraft docker image fails because it's not setting UTF-8
Metadata
Current evaluation
Fixed by merged snapcore/snapcraft PR #1370 (commit 778e4e234), adding a Dockerfile with the UTF-8 environment required by Snapcraft 2.31.
Resolution: closed resolved
Reason: The issue was resolved by snapcore/snapcraft PR #1370, merged as commit 778e4e234. It added the Snapcraft Dockerfile and configured the UTF-8 environment needed to prevent Click from aborting under an ASCII locale.

Issue body
With snapcraft 2.31, our CLI now requires to have UTF-8 set. So the travis jobs out there configured with this image will fail with:
snapcraft clean

RuntimeError: Click will abort further execution because Python 3 was configured to use ASCII as encoding for the environment. Either run this under Python 2 or consult http://click.pocoo.org/python3/ for mitigation steps.
This system supports the C.UTF-8 locale which is recommended.
You might be able to resolve your issue by exporting the
following environment variables:
export LC_ALL=C.UTF-8
export LANG=C.UTF-8
