Automatically clean and redo step if part is specified
Metadata
Current evaluation
Explicitly named parts now clean and rerun the requested lifecycle step instead of being skipped; fixed by merged PR canonical/snapcraft#2152 (9d1407a85).
Resolution: closed resolved
Reason: PR canonical/snapcraft#2152 was merged as commit 9d1407a85, implementing automatic cleanup and rerun of a specified part's step.

Issue body
Currently, if part A has already been pulled, running `snapcraft pull A` skips the pull step of A, saying it has already been run. Instead, snapcraft should clean the pull step of A and re-run it, since it was explicitly requested.
