Current evaluation

Closed by maintainer sergiusens (2019-04-17) as intended behaviour: SNAPCRAFT_BUILD_ENVIRONMENT_* are development/debugging-only variables, so no change was made to apply them to an existing Multipass VM.

Resolution: closed not a bug

Reason: Maintainer ~sergiusens closed the report on 2019-04-17 stating the SNAPCRAFT_BUILD_ENVIRONMENT_ variables 'should only be used for development and debugging', so failure to reconfigure an already-provisioned Multipass VM is working as designed. No code change or resolving PR was made; the whole lifecycle/multipass build environment (including the dup bug #1814729) was later removed from Snapcraft.

Issue body

Currently, the values set in the `SNAPCRAFT_BUILD_ENVIRONMENT_*` environment variables will not become effective if the VM is already created[1], Snapcraft should apply them if possible or destroy and recreate the existing VM.
