Current evaluation

The reported clean rebuild is resolved: modern craft-parts tracks stage-package changes separately from build-step dirtiness.

Suggested action: close resolved

Reason: Current craft-parts stores fetched stage packages in pull-step assets, while BuildState no longer includes stage-packages among properties that dirty the build step, so changing them does not trigger the reported clean rebuild. Commit 40c0a2d1 ("executor: fix update build stage packages") is the matching historical fix.

Issue body

I'm helping someone build their first snap of a rust application, and after successfully building the snap for the first time, snapcraft correctly warned that there are missing stage packages. So we added the stage packages to the part, re-ran snapcraft, and it's fully rebuilding the part (150 rust crates). No build-packages were added, so it doesn't feel right to clean and rebuild a part if only stage packages were added. Or am I missing a good reason for doing that?

needs triage Reported ~6.8 years ago: adding stage-packages to a part triggers a full rebuild of the part (150 rust crates) even though no build-packages changed. No maintainer response, no labels, 0 comments. Likely a craft-parts state-tracking design question.
