Current evaluation

Shared APT caching across builds is now available through a documented package-cache proxy and http_proxy, although no native VM-wide cache is evidenced and the linked legacy trigger remains unreproduced.

Suggested action: close not a bug

Reason: The current tree documents a package-cache proxy and passing it via http_proxy in docs/how-to/crafting/reuse-packages-between-builds.rst; commit 6bcd80179 added this supported path. This addresses repeated downloads through configuration and documentation rather than an automatic central VM store; the original report lacks a versioned reproducer and linked #1869542 remains open and unreproduced.

Issue body

snapcraft not using a central store to cache packages when building inside VMs. Which requires downloading same package again and again to build snaps. This particularly happen when this bug(https://bugs.launchpad.net/snapcraft/+bug/1869542) of snapcraft is triggered and there is no way to pass through it without using `snapcraft clean` command (which will delete the VM). This clears up the complete VM and forgets all downloaded packages by apt.
