Issue body

When building a python part with an override-build based on core20, PATH is missing part-related paths, compared with the core18 equivalent. As a result, the python3 executable ends up being the system one, not the one for the snap (so it will see all libraries installed on the system) As an example: core20: PATH: /usr/sbin:/usr/bin:/sbin:/bin:/snap/bin:/usr/local/sbin:/usr/local/bin:/usr/sbin:/usr/bin:/sbin:/bin:/snap/snapcraft/4657/bin/scriptlet-bin which python3: /usr/bin/python3 core18: PATH: /root/stage/usr/sbin:/root/stage/usr/bin:/root/stage/sbin:/root/stage/bin:/root/parts/test-python/install/usr/sbin:/root/parts/test-python/install/usr/bin:/root/parts/test-python/install/sbin:/root/parts/test-python/install/bin:/snap/bin:/usr/local/sbin:/usr/local/bin:/usr/sbin:/usr/bin:/sbin:/bin:/snap/snapcraft/4657/bin/scriptlet-bin which python3: /root/parts/test-python/install/usr/bin/python3
