build-base devel does not work when ubuntu-daily:devel is not available

Reason: The failure was caused by Ubuntu's cloud-images service temporarily lacking a 'devel' LXD image between releases (23.04 dropped from devel before 23.10 shipped), not by Snapcraft code. Thomas Abt (toabctl) repointed 'devel' to 23.04 on 2023-05-02 and ~mr-cal confirmed on 2023-05-04 that build-base: devel worked again; no Snapcraft commit or PR references this bug (the only later devel-base commits, e.g. #4532 and #4922, are unrelated core24 work).
