Merged PR #2244 (commit 268272751) re-adds apt-transport-https to snapcraft-libs stage-packages, so snap parts can pull from external HTTPS APT sources. Fixes LP #1790819.

Resolution: closed resolved

Reason: PR #2244 was approved and merged as commit 268272751; snap/snapcraft.yaml snapcraft-libs now lists apt-transport-https, which remains present in later revisions (also re-added for build providers in #3232).
